The new WHOPHN reads its messages from WHOPHN.TXT[2,2].  Each message
is preceded by a header line, which is similar to a MAIL header.

indicates a message which will be shown from 10:30 a.m. on 10-Sep until 1:10
p.m. on 12-Sep.  Month names must be three letters long, times in the 24-hour
format, etc.  (Hopefully MAIL will be used to write this file.)  If no expira-
tion time is given, it is the same as the starting time.  If no time is given
with the day, 0000 is assumed for the starting time, and 2359 for the expiration
time.  Wildcards are allowed for the starting day, month, or year.  A starting
date of "Mon*", "Tue*", ..., "Sun*" indicates that the message is shown every
Monday, etc.  When a wild card is present in the starting date, the ending date
indicates the expiration of the message, but the starting and ending times are
the times on the wildcard days when it will be shown.  Thus,
